السياسة اللغوية في المغرب: بين المرجعية الدستورية واقتضاءات التعدد اللساني والثقافي

| Abstract | يبدو أن أمر افتحاص أية سياسة لغوية، وفي أي بلد كان، يتجاذبه منزعان متفاعلان بالضرورة. يتأسس الأول على اقتضاءات المرجعية الدستورية التي انبثقت عنها هذه السياسة، ويحدد الثاني الرؤية الاستراتيجية التي بها تم تفعيل متطلبات تنزيل أحكامها ومضامينها على أرض الواقع، وقد حكمتها شروط سوسيو-ثقافية، وروافد تاريخية وجغرافية محددة.. سنروم في هذا البحث تشخيص السياسة اللغوية بالمغرب انطلاقاً من مضامين الوضع اللغوي في الدستور الجديد (سنة 2011م)، وارتباطاً بالرؤية الاستراتيجية للإصلاح 2015 – 2030، الخاص بقطاع التعليم وسنعمل على مقاربة عمق السياسة اللغوية التي يتبناها المغرب، واستخلاص الدور المحوري للغة العربية فيها، بموجب ما يميز الواقع المغربي من تعدد لغوي يغديه تنوعه الثقافي الغني. واعتباراً لذلك، يسعى عملنا الإجابة عن أسئلة من نوع: - ما مسالك اعتماد السياسة اللغوية الحالية للمغرب؟ وما مداخل قياس نجاعتها، ومسالك تقييم حكامتها؟ - هل يمكن إدراج الحراك العلمي الذي أثير حول السياسة اللغوية والرؤية الجديدة لإصلاح التعليم بالمغرب في سياق الأزمة؟ أم في سياقات التقييم، والتطوير والارتقاء التي فرضها المرجع الدستوري في صيغته الجديدة؟ - كيف يمكن صياغة تصور دقيق/متكامل حول سياسة لغوية تنهل من خصوصيات الهوية السوسيو-ثقافية للمغرب، وتنفتح على نماذج عالمية تغذي الرؤية الداخلية للواقع المغربي، وتمنحه روافد التنوع التي توافق تعدد مظاهره اللسانية والثقافية؟ |

| Alternative Abstract | It seems that the exploration of any language policy is, in any country, inevitably based on two trends. The first trend isbased on the requirements of the constitutional reference that gave rise to this policy. The second trend defines the strategic vision, in which the requirements of the application of its provisions and their implications on which they have been activated on the ground; the latter are governed by socio-cultural conditions and specific historical and geographical provisions. In this research, we will try to make the diagnosis of the linguistic policy in Morocco on the basis of the implications of the linguistic situation in the new constitution (2011) and in relation to the strategic vision of the reform of the education sector 2015- 2030. We will work on the substance of the language policy adopted by Morocco, according to the specificity of the Moroccan reality in relation to its linguistic diversity and its cultural richness. As such, our work seeks to answer questions such as: -What are the current trends in language policy in Morocco? What are the approaches to measuring their effectiveness and the means to evaluate their governance? -Can the scientific movement on language policy and the new vision of educational reform in Morocco be integrated in the context of the crisis, or in the context of the evaluation, development and modernization imposed by the constitutional authority in its new form? -How can we formulate a precise / integrated vision of a language policy that will examine the specificities of Morocco's socio-cultural identity and open up to global models that feed on the internal vision of the Moroccan reality and offer it adequate support to its linguistic and cultural diversity |
