| Abstract | سبَّبَت جائحة فيروس كورونا اضطرابات في كافة المجالات الحيوية للدول؛ إذ كشفت عن أزمة كبيرة في جُلّها، تمثلت في الضعف، أو النقص، أو القصور في أنظمتها الصحية، والقانونية، والوقائية. وقد اجتاح فيروس كورونا العالم بأسره، مع تسجيل نجاح دولٍ عديدةٍ في تحقيق تقدم بطيء في الانتعاش الاقتصادي، في ظل المنافسة التجارية العالمية، التي يظهر منها تقديم المصالح الخاصة للدول على حساب المصالح العامة للبشرية، وبخاصة في مسألة الصحة العامة، والإضرار بالبيئة الطبيعية. لقد كشفت جائحة فيروس كورونا، عن ضرورة إعادة ترتيب الأولويات في المجتمع، ومن هنا جاءت فكرة هذا البحث، مقدمًا دراسة استقرائية تحليلية للضوابط القانونية الوقائية، التي تسهم في وجوب أن يكون الاهتمام بالصحة العامة والبيئة الصحية في المجتمعات الإنسانية، على رأس هرم الأولويات في الدول، وإعطاء ذلك، المكانة المناسبة، مع المسائل الأخرى التي تهم الإنسان على وجه البسيطة. |

| Alternative Abstract | Coronavirus has caused huge economic struggle worldwide, majorly in health, legal and preventive systems. The timing of the situation makes the pandemic direr as it comes as many countries have only just recovered from various recessions. The Coronavirus pandemic took place after achieving progress in economic recovery of many countries, in the midst of global trade competition, where the interests of countries succeeded at the expense of the global humanity priorities, especially in matters related to public health and natural environment deterioration.The pandemic has revealed the necessity for re-planning priorities in society, hence the importance of this research. We applied an inductive study and analytical analysis of the preventive legal controls that contribute in addressing the importance to prioritize public health and environmental concerns in societies, which should be at the top of States’ priorities |
