| Abstract | إن التقدم في مجال الذكاء الاصطناعي جعل من دولة قطر من أهم الدول المستثمرة والمطورة في مجال الذكاء الاصطناعي وصناعة الروبوتات. حيث صدر قرار بإنشاء لجنة الذكاء الاصطناعي في الدولة لمواكبة التقدم السريع في مجال الثورة التكنلوجية وتطبيقًا لرؤية قطر الوطنية 2030 حيث تستهدف تعزيز آفاق النمو المعرفي والاقتصادي، وبالأخص في مجال صناعة واستخدام الروبوتات في كافة المجالات الصناعية والطبية والاقتصادية والتعليمية والرياضية والخدمية وغيرها العديد. وبالتالي سيكون دور الروبوتات أكثر أهمية خلال الفترة المقبلة وبالنظر الى أن الروبوتات تعمل بذكاء عالي بحيث يمكنها العمل وإنجاز المهام بمجرد تشغيلها. مما يثير التساؤل حول أعمال هذه الروبوتات عند تسببها بضرر للآخرين فكيف لهؤلاء الأشخاص المطالبة بالتعويض القانوني عما أصابهم من ضرر؟ وهل يمكنهم الرجوع على الروبوت أو تحصيل تعويض منه؟ لذلك تناولت في هذه الدراسة بيان المسئولية المدنية للروبوت وإمكانية الرجوع عليه من خلال توضيح ماهية الروبوت وأنواعه وبين طبيعة المسئولية المدنية للروبوت ومدى تعلق الروبوت بالشخصية القانونية وذلك في ضوء القواعد العامة بالإضافة الى بيان أساس المسئولية المدنية للروبوت من خلال المسئولية العقدية والتقصيرية والقياس على النظريات التقليدية والتي اقتصرت على فكرة متولي الرقابة وحراسة الأشياء الخطرة، كما تطرقنا الى فكرة منح الشخصية القانونية في محاولة لإيجاد حل مستقبلي في حال الاعتراف بالروبوت كشخصية قانونية. وقد تطرقت الباحثة الى تحديد انعقاد المسئولية ودعوى المسئولية المدنية بتحديد أطراف الدعوى والتعويض بالإضافة الى إمكانية دفع المسئولية المدنية من عدمه. |

| Alternative Abstract | The advancement in artificial intelligence (AI) has highlighted State of Qatar one of the most significant investors and developers within artificial intelligence and robotics aspect. Especially with establishing the Artificial Intelligence Committee was formed in Qatar to accelerate the technological advancement as a pillar of Qatar’s 2030 vision. This vision aims to enhance the prospects of knowledge and economic growth, especially in the field of manufacturing. This is through using robots in various aspects such as the industrial, medical, economic, educational, sports, service, and other fields in Qatar society. Therefore, the role of robots and their application in Qatar is becoming increasingly significant due to their high intelligence and efficiency. Considering that robots work with high intelligence by working automatically and completing various tasks as soon as they are turned on. This raises several queries about the role of these robots when they cause harm to humans. Therefore, the main question is how people can claim legal compensation for these kinds of damages which are caused by robots. As well as questioning whether people can refer to these robots or obtain compensation from them. From this perspective, this study focuses on the civil liability of robots and the possibility of holding them the responsibility when they cause problems that affect humans. This study will be conducted through clarifying the nature and types of robots. In addition to clarifying the nature of the civil liability of robot, and the extent to which these robots relate to the legal personality considering the general rules. Furthermore, this study will present the principles of civil liability of the robot through contractual and tortious liability. The analogy of this is based on the traditional theories that are limited to the idea of censoring and guarding dangerous objects. The study will also shade lights on the idea of granting legal personality in an attempt to find a future solution when recognizing robot as a legal personality. Moreover, this study deals with the convening and lawsuit of civil liability by identifying the parties to the lawsuit and compensation.
