Abstractيهدف البحث إلى بيان أهم الأفكار الاقتصادية عند الجويني، الذي ذكر آراء حول المالية العامة، فتحدث عن الإيرادات والنفقات العامة وحددها، و تعرض لمبدأ التخصيص الذي يقوم على تخصيص نوع من الإيراد لنوع معين من النفقات. وأشار إلى الصفات الضرورية فيمن يقوم على المال العام. وربط الجويني ظاهرة زيادة الإنفاق العام بزيادة النمو السكاني. و حدد الجويني الشروط التي يجوز فيها للإمام فرض الضرائب والاقتراض على بيت المال. وذكر الجويني الوظائف الاقتصادية للدولة ، فأسند إليها مهمة جباية الأموال، وحفظها، وإنفاقها بالطرق المشروعة، بالإضافة إلى مسؤوليتها عن مكافحة الفساد بكافة أشكاله؛ الاقتصادي، والإداري، ومراقبة الأسواق، وتقويم السلع عند الحاجة، ومعاقبة من يغش الناس. وتحدث الجويني عن أهمية اهتمام الدولة بالأمن الداخلي والخارجي، وآثاره الاقتصادية. وأشار إلى أركان الاقتصاد الإسلامي المتمثلة بالملكية بقسميها العامة والخاصة، والحرية الاقتصادية المقيدة، والتكافل الاجتماعي. وذكر الجويني الحاجات الاقتصادية في معرض حديثه عن مقاصد الشريعة، ولاسيما الضروريات.

Alternative AbstractThe research reference to the most important economic ideas by Imam Al-Jowayni, who stated opinions about public finances, talked about public revenues, expenditures, and select it, also subjected to the principle of allocation which is based on the type of revenue allocation for a particular type of expenditure. He pointed out the necessary qualities of those who Underlying by it the public money. Imam Al-Jowayni linked the phenomenon of increased public spending increase of population growth, and selected conditions under which the imam may taxation and borrowing on the state treasury. He mentioned to economic functions by the state, he assigned the task of collecting the money, saved, and spent legitimately, in addition to responsibility for the fight against corruption in all its forms, economic, administrative, market surveillance, evaluate the goods when needed, and punish the cheater. He spoke also about the importance of the state interest in the internal and external security, and economic impacts to it, and pointed to the pillars of public and private property of the Islamic economy, economic freedom restricted, and social solidarity, he mentioned to economic needs, particularly necessities.
