| Abstract | تناولت في هذه الدراسة نظام إدارة الدعوى المستحدث بموجب قانون إنشاء محكمة الاستثمار والتجارة القطري رقم (21) لسنة 2021؛ حيث تبنى المشرع القطري هذا النظام كأفضل علاج للقضاء على مشكلة البطء في التقاضي والوصول إلى العدالة الناجزة، بعد أن أثبت نجاحه في تجارب الدول الأخرى. ونظم المشرع القطري دور مكتب إدارة الدعوى في محكمة الاستثمار والتجارة؛ حيث تبدأ مهمة المكتب منذ مرحلة تسجيل وقيد الدعوى القضائية، مرورًا بمرحلة تهيئة وتحضير ملف الدعوى ومرحلة تبادل المذكرات بين الخصوم، وينتهي دور المكتب بإحالة ملف الدعوى إلى قاضي الموضوع للفصل في الدعوى. وعليه سنتناول في هذه الدراسة نظام إدارة الدعوى في المراحل السابقة على مرحلة المحاكمة، وما تتميز بها من قواعد خاصة جعلت من هذا النظام وسيلة فعالة تؤدي إلى سرعة التقاضي. |

| Alternative Abstract | In this study, I discussed the case management system developed under the Law Establishing the Qatari Investment and Trade Court No. (21) of 2021, where the Qatari legislator nominated this system as the best a solution to eliminating the problem of slow litigation and achieving timely justice, by applying the case management system for the time in the Qatari legal system after it has proven its success in the experiences of other countries. The Qatari legislator organized the role of the management office the case is in the Investment and Trade Court. The office’s mission begins from the stage of registering the lawsuit, passing through the stage of preparing the case file, and the stage of exchanging memorandums from the opponents, and the office’ role ends by referring the case file to the trial judge to decide on the case. Accordingly, this study will discuss the case management system in the stages preceding the trial stage, and the special rules that characterize it, which made this system an effective way that leads to litigation speed. |
