انتخابات المجلس البلدي والتنمية السياسية في المجتمع القطري

Abstract

This study concentrates on the experiment of the elections of the Municipal Council and its role in the political development and seeks to identify the views of the members of the Qatari Society about the public participation embodied in these elections in addition to investigating their opinions about the deemocratic initiatives of the Qatari ruling authority aimed at creating democracy and freedom of expression for the Qatari people. The study also explores the role of some of the social and cultural factors and their effect on the method and progress of this process. This is done by means of a questionaire containing open questions related to the subject of the study. The questionnaire was applied to a random samp.Ie consisting of 30 male and female candidates for the elections irrespective of their success or failure in the elections. This is in addition to choosing another random sample consisting of 30 male and female candidates from those who have obtained the secondary school certificate or a higher qualification since this category is considered the morst able to understand the requirements and consequences of the democratic process.

تركز هذه الدراسة على تجربة انتخابات المجلس البلدي ودورها في التنمية السياسية وتسعى للتعرف على اراء أفراد المجتمع القطري في عملية المشاركة الشعبية التي تجسدت في انتخابات المجلس البلدي ، بالإضافة للتعرف على آرائهم تجاه المبادرات الديمقراطية التي صدرت عن السلطة القطرية الحاكمة والتي ترمي إلى خلق الديمقراطية وحربة التعبير لدى أفراد المجتمع القطري . كما تحاول هذه الدراسة التعرف على دور بعض العوامل الاجتماعية والثقافية وتأثيرها في طريقة وسير هذه العملية ونجاحها وذلك من خلال الاعتماد على استبانة تحتوي على بعض الأسئلة المفتوحة المتعلقة بموضوع البحث . وقد تم تطبيق هذه الاستبانة على عينة عشوائية غير احتمالية تتكون من 30 مرشحا ومرشحة لانتخابات المجلس البلدي وذلك بغض النظر عن حصولهم أو عدم حصولهم على مقاعد نيابية فيه . هذا بالإضافة إلى اختيار عينة عشوائية غير احتمالية أخرى ضمت 30 ناخبا وناخبة للمجلس البلدي من الحاصلين على الشهادة الثانوية فأعلى باعتبار أن هذه الفئة في المجتمع هي الأقدر على فهم حيثيات العملية الديمقراطية وأبعادها.
