    Abstract
    In the current highly competitive market, the success of any event, whether local or global, is subject to the accuracy of environmental analysis, quality of undertaken deliberations and soundness of resulting decisions. This case takes a look at the Institute of Sporting Events, the institute liable for ensuring the successful delivery of 2022 FIFA World Cup, and illustrates through the eyes of Laila Ahmed, the recruitment dilemma she faced in her planning of the Jeeran campaign. The case sparks the much discussed debate on the topic of hiring and harboring talent or outsourcing talent. What is the best suited decision that Laila, as the head of the local engagement department, can take?
