| Abstract | يرنو هذا العمل إلى تبصر تجليات المراسم الدبلوماسية بإيالة تونس خلال النصف الثاني من القرن الثامن عشر، وذلك من خلال مرجعية تستند بدرجة أولى إلى مذكرة محفوظة بالأرشيف الفرنسي، وتستأنس بالدراسات التاريخية الحديثة العربية والأجنبية التي اعتنت بالمراسم بوصفها أدوات بحثية في فهم واستيعاب تاريخ التفاعلات الدبلوماسية بإيالة تونس، والوقوف على مسألة الأفضلية أو الأسبقية الدبلوماسية. كما يصبو هذا المقال إلى إعادة تشكيل بعض جوانب مبدأ الأسبقية الدبلوماسية الفرنسية بإيالة تونس من خلال دراسة وتحليل بعض المراسم الدبلوماسية مثل موكب مرور الفرق الموسيقية من أمام القنصليّات الأوروبيّة والتحيات والهدايا المتبادلة ومقابلة الباي، وغيرها استنادا إلى مذكرة فرنسية غير منشورة مؤرخة بسنة 1777. وفي هذا الصدد تُزودنا المذكرة بمعطيات قيمة عن المظاهر الاحتفالية والممارسة الدبلوماسية المرتبطة بها. وسنعمل على تحليل التصورات الحافة بهذه الممارسات من قبل مُدوّن المذكرة كمعايير للتجارب الاجتماعية التي خاضها القناصل الفرنسيون بإيالة تونس. أخيرا يهدف العمل إلى توضيح ما إذا كانت مسألة الأسبقية الفرنسية بالإيالة نتاجا لمطالبة القناصل بها أم أنها ثمرة مفاوضات جارية مع البلاط الحسيني. وسنحاول أيضا شرح كيفية النظر إلى المراسم الدبلوماسية، بمعنى هل كانت مجرد مجموعة من الرموز والعلامات أو الضوابط التي كان يتوجب مراعاتها أم مجموعة من التجارب والممارسات المعينة؟ |

| Alternative Abstract | This paper seeks to delineate the main elements of diplomatic protocol in the Regency of Tunis in the second half of the eighteenth century. The primary source of this research is an unpublished memo that is currently preserved in the French National Archives. To better demonstrate the importance of protocol in uncovering the dynamics of diplomacy and the order of precedence in the Regency of Tunis, the paper will also build on other contemporary studies of diplomatic history in Arabic and other languages. The paper uses an unpublished French memo dated 1777 to reconstruct the main features of France’s order of precedence in the Regency of Tunis. Some of the elements of diplomatic protocol that the paper will focus on include the following: marching band parades in front of European consulates, greetings, the exchange of gifts, and meetings with the Bey. In the same context, the memo also provides us with valuable information about the different forms of celebrations in that time period and the diplomatic protocol that regiments them. By analyzing the memo writer’s take on these celebrations, the paper demonstrates that these perspectives constitute values for the social experiences of the French consuls in the Regency of Tunis. Finally, the paper will clarify whether or not France’s order of precedence is the product of particular demands made by the consuls or if it is the product of negotiations with the Husseini throne. The paper also explains how we should regard diplomatic protocol. It asks whether diplomatic protocol was only a matter of signs and symbols that were supposed to be respected or if it was a set of experiences and practices that needed to be observed. |
