| الملخص | يعتبر العمل الدبلوماسي أولى آليات العمل الدولي وأدوات تفعيله التي يلجأ إليها لتحقيق الاستقرار في النظام الدولي وتجنب ما يعكّر صفو العلاقات الدولية. عليه فإنه يمثل واجبًا أساسًا، على مختلف الدول تأديته، حتى تسود مظاهر العلاقات الودية والتسامح والإخاء فيما بينها. تمثل الأزمة الخليجية الأخيرة التي تفجرت في الخامس من يونيو 2017، نموذجًا واقعيًا لما يهدد الاستقرار والأمن الدوليين، الأمر الذي استدعى الحث على التماس الجهود الدبلوماسية للعمل وفق متطلبات التعاون الدولي المشار إليها، لتجنب ما قد يترتب على هذه الأزمة من سلبيات تهدد الاستقرار في المنطقة والعالم. حتى يتحقق التعرف على دور الدبلوماسية في التعامل مع هذه الأزمة ولتوضيح هذا الدور ومتطلبات تفعيله، يتناول البحث تحليلاً لمفهوم الدبلوماسية ثم لمفهوم الأزمة الدولية ومتطلبات مواجهتها، وبيان أسس ومبادئ التعاون الدبلوماسي الدولي، ودور الوسائل الدبلوماسية لمواجهة الأزمة الخليجية. تخلص الدراسة إلى أن الدبلوماسية بوسائلها المختلفة والمتعارف عليها دوليًا هي أفضل السبل اتباعًا للتعامل مع الأزمة وذلك على ضوء الضوابط والمعايير الموضوعية التي أقرتها الوثائق والممارسات الدولية. إن على أطراف الأزمة سلوكَ وسائل الدبلوماسية لإنهاء الأزمة وإيجاد الحلول المقبولة والعادلة لما يترتب عليها من نزاعات ومشكلات قانونية. |

| الملخص البديل | Diplomatic work is considered as the first mechanism of international action and its activation tools to achieve stability in the international system and relations. Therefore, it represents a fundamental obligation that all states must fulfill in order to prevail friendly relations, tolerance, and fraternity. The last Gulf crisis in June 5, 2017 is a model of what threatens international stability and security. This requires seeking diplomatic efforts to work according to the requirements of international cooperation in order to avoid the negative effects of this crisis that threatens stability in the region and the world. In order to clarify the role of diplomacy in the Gulf crisis and explain its activation requirements, this study includes an analysis of the concepts of diplomacy and international crisis and the ways to face the latter. It also clarifies the principles and foundations of international diplomatic cooperation and the role of the diplomatic means to face the crisis in the Gulf. The study concludes that diplomacy and its internationally known various means are the best way to deal with the crisis in the light of substantive regulations and standards approved by the international legislations and practices. In addition, the parties of the crisis should adopt the diplomatic means to end the crisis and find acceptable and fair solutions to the legal problems and disputes resulting from it. |
