| الملخص | تطرق هذا البحث إلى مسألة تعليل الأحكام بالحكَم وحمل الفرع على الأصل لحكمة جامعة بينهما، ثم انتقل بعد ذلك إلى ذكر مصادر الإيرادات العادية القديمة للدولة في الإسلام ليحمل ويقيس عليها المصادر الحديثة لمعرفة وبيان حكمها من حيث الجواز وعدمه، فحمل وقاس الجديدة على القديمة، وشرح وبَيَّنَ الحكَمَ والمقاصد الجامعة بينهما، واجتهد في ذكر حكمها – أي الحديثة -، ووصل إلى أن كل مصدر من مصادر الإيرادات للدولة الذي يساعدها ويعينها في تقدمها وتطورها ولا يخالف أصول وتعاليم الشريعة فإنه يجوز لهذه الدولة أن تعتمده وتركز عليه وتستخدمه ليزيد لها دخلها لتقوم بأعمال و انجازات تؤدي إلى تقدمها وسد احتياجاتها مع تحقيق مصالحها ومصالح شعبها. لذلك كان البحث بحثا أصوليا فقهيا اقتصاديا مقاصديا لتعلقه بتقريب مفاهيم السياسة المالية وايراداتها العامة في الإسلام, من خلال تناوله أثر التعليل بالحكمة في أحكام مصادر إيرادات الدولة في الإسلام |

| الملخص البديل | This study has looked into the issues related to the use of wisdom in dealing with the Shari’ah rulings such as the exercise of preferring the original ruling than a subordinate due to a specific wisdom. The study then looked into the ancient sources of the government revenue in Islam and compared it with the contemporary practices so as to check and evaluate the new sources of revenue by looking at the old practices using analogy, the study has also looked at the connecting factors between the two practices. The findings of this study shows that any source of revenue generated by government which will equally help in the development of the nation and does not contradicts the precise rules and regulations of the noble Shari’ah, then it is permissible for the country for better economic growth and for the best interest of its people. This is the reason why the study has interconnections with various related disciplines, the study is connected to Islamic jurisprudence, Economics and also the intentional wisdoms of Shari’ah (Maqasid) because of its connections with the Islamic political economy and the use of wisdoms related to the rulings on Government sources of revenue in Islam. |
