| Abstract | تتناول هذه الرسالة التنظيم القانوني لإبعاد الأجنبي بدولة قطر، ومُقارنته بالتنظيم القانوني بجمهورية مصر العربية لمسألة إبعاد الأجنبي فيها، وذلك مُنذ نشأته التاريخية إلى حدود استقراره خلال الوضع الراهن في كلا التشريعين. إن هذه المُقاربة البحثية للمسألة المدروسة كانت من خلال مطلب تمهيدي يتناول ماهية قرار إبعاد الأجنبي إداريًا بشكلٍ تفصيلي، ثمَ الولوج إلى متن الرسالة الذي قسَمناهُ إلى مبحثين: تناولنا في أوَلهما ماهية أركان قرار إبعاد الأجنبي إداريًا؛ سواءً ما اتصل منه بالجوانب الموضوعيّة أو ما تعلق منه بالجوانب الإجرائية والشكلية. في حين استعرضنا في المبحث الثاني مسألة انقضاء قرار إبعاد الأجنبي إداريًا؛ سواء كان ذلك عن طريق دعوى الإلغاء، أو عن غير طريق دعوى الإلغاء. وقد انتهينا في نهاية رسالتنا إلى أنّ الإبعاد وفق القانون القطري. هو عمل من أعمال السيادة، هدفه الرئيس الحفاظ على كيان الدولة في الداخل، والذود عن سيادتها في الخارج، ورعاية مصالحها العليا. في حين أنّ إبعاد الأجنبي إداريًا وفق القانون المصري، فإنّه يعد إجراء من إجراءات الضبط الإداري، هدفه الحفاظ على النظام العام خشية الإخلال به. |

| Alternative Abstract | This thesis tackles the legal organization of the foreigners' deportation in the state of Qatar, and comparing it to the legal organization of the foreigners' deportation in the Arab Republic of Egypt, since its historical establishment to its stability in the current situation in both legislations. This research approach of the considered issue was through a preliminary demand discusses the nature of the deportation of foreigners resolution administratively in details, then getting in to the body of the thesis that is divided in to two subjects: in the first one, I discussed the elements of the administratively foreigners' deportation resolution; whether regarding the subjective aspects or the procedural and formal aspects, whether it is through a case of cancellation, or others. I have concluded at the end of the thesis that the deportation in accordance with the Qatari Law, is an act of sovereignty, targeting mainly at maintaining the country entity inside, defending its sovereignty abroad, and safeguarding its higher interests, whereas the administratively deporting the foreigners, according to the Egyptian law, is one of the administrative control procedures, Its aim is to maintain public order for fear of disruption. |
