| Abstract | يهدف البحث إلى بيان حقيقة منظومة الإفتاء في دولة قطر من حيث واقعها والمؤمل منها، من خلال محاور أساسية تنتظم وحدة بنائية متسلسلة، تشمل نشأة الإفتاء في دولة قطر مع تعريف بأعلام ومؤسسات الفتوى، فتحرير أصول الإفتاء وخصائصه، وتحديد آليات إصدار الفتوى المؤسسية، وأبرز التحديات التي تواجه الإفتاء في دولة قطر من خلال تحليل نماذج من الفتاوى الفردية والمؤسسية وتقويمها، ومن ثم محاولة تقديم حلول ومقترحات تحقق المؤمل من منظومة الإفتاء؛ والمعالجة هذا الموضوع بكل أبعاده استخدم الباحث المنهج الوصفي التقرير وعرض المفاهيم والخصائص والأصول وما يتصل بها، والمنهج التحليلي لتحرير الفتاوى وتقويمها، وقد خلص البحث إلى نتائج من أهمها : حرص دولة قطر على التنظيم المؤسسي والهيكلي المنظومة الإفتاء، ومما توصي به الدراسة: ضرورة إنشاء هيئة مستقلة رقابية وإشرافية على الفتوى بدولة قطر، والحرص على تهيئة بيئة علمية لتكوين وتأهيل المفتين. |

| Alternative Abstract | The research aims to clarify the reality of the fatwa system in the State of Qatar in terms of its reality and the hope through basic axes organizing a sequential structural unit includes the beginning of fatwas in the State of Qatar with a definition of the eminents and institutions of fatwa, entering and editing the principles of fatwa and its characteristics, and determining the mechanisms for issuing an institutional fatwa, and the most prominent challenges that face fatwas in the State of Qatar via analyzing and redressing models of individual and institutional fatwas, and then trying to provide solutions and suggestions that achieve the hope of the fatwa system. And in order to redress this subject with all its aspects, Researcher used the Descriptive Approach to report and provide the concepts, characteristics, assets and what related thereto, and the Analytical Approach to edit and evaluate fatwas, and the research concluded the most important results such as: The State of Qatar's keenness on the institutional and structural organization of the fatwa system, and recommends of the study, The need to establish an independent supervisory and supervisory Body on the fatwa in the State of Qatar, and finally keenness to create a scientific environment for the training and qualification of muftis. |
