AbstractThis research aims to assess the value engineering factors' implementation on construction projects' design management performance and identify the ranking of each factor's effective weights and its impact on the design management performance. Twenty-two factors were defined from the literature review and grouped into three categories. The online questionnaire was used to design the survey and collect the required data from the construction professionals, the data collected from both local and worldwide participants equal to 150 experts. A structural equation model was developed to define the relations among the value engineering factors and the design management performance. The SEM fitting results met the thresholds; the alternative model represents the relations and effective weights among the indicators and the design management performance. This research found that the first ranked group is the owner & stakeholders' conditions, which has the highest effective weight on the design management performance, followed by the group of the value engineering conditions, design conditions respectively. This research recommended that construction professionals focus on the highest effective groups to enhance the design management performance while applying the construction projects' value engineering studies.
