الملخص
In a world where piracy, drug trafficking, terrorism, nuclear tests, climate change and the
acidification of the sea now threaten the liberty of ocean vessels to conduct their business,
the historic rules governing the sea develop in hot pursuit of necessity. Contemporary state
practices, policies and multinational disputes that further provide legal restrictions on
maritime transportation and navigational freedoms, change the state of play and the
commonly accepted rules, forcing the paper tiger of international law at sea to adapt
