This chapter will canvass the European Bank for Reconstruction and Development Legal Transition Team’s report on progress, potential and obstacles in realizing Nationally Determined Contributions in Morocco, Tunisia, and Jordan. The chapter will begin by highlighting efforts made in Morocco, Tunisia and Jordan to move their Nationally Determined Contributions forward. The key sectors reviewed will include renewable energy, energy efficiency, transportation, agriculture and land-use, and water. Next, the chapter will address the legal, regulatory, and institutional barriers the respective countries face in integrating measures which support climate change adaptation and mitigations and outline recommendations to address these barriers. The chapter will demonstrate that responsibility for Nationally Determined Contribution implementation in these countries will require the cooperation of both the public and private sectors toward achieving climate adaptation and mitigation goals. Further, it will highlight strategies for other countries facing barriers in implementing their Nationally Determined Contributions and present recommendations to address these barriers.
