| الملخص | هناك توجه عام من قبل متخذي القرار في دولة قطر لحفز الشباب للاتجاه نحو المشروعات الريادية، حيث تعدُّ ركيزة التنمية الاجتماعية والاقتصادية إحدى ركائز رؤية دولة قطر 2030، ممَّا يتطلب دعم برامج التمكينِ الاجتماعي التي تمثلها المشروعات الرياديَّة التي تتيحُ مرونةً كبيرة، وتعطي الشباب الفرصة لإطلاق ملكاتهم وقدراتهم الإبداعية بعيدًا عن قيود الوظيفة الحكومية، والسؤال الذي يَطرحُ نفسَه؛ هل استطاعت القياداتُ الإدارية في قطر نشرَ المعلومات الكافيةِ التي تساعد الشبابَ القطري على اكتساب المعرفة وتكوين اتجاهٍ إيجابيّ نحو المشروعات الرياديّة بما يسمحُ بتبنيها؟ اعتمدت الدراسة على المنهج المسحي، باستخدام الأسلوب الكميِّ وجمع البيانات باستخدام الاستبانة والمقابلات المتعمقة، حيث استهدفت عينةٌ من الشباب القطري من الذكور والإناث في المرحلة العمرية من (18 إلى40) سنة، بهدف قياس مستوى معارفهم واتجاهاتهم نحو برامج التمكين الاجتماعي عن المشروعات الريادية، إذ وزِّعت الاستبانة على جميع أفراد مجتمع الدراسة، واسترجاع (328) استبانة كاملة وجاهزة للتحليل. كذلك أجريت 17 مقابلة متعمِّقة مع الجهات القيادية ذات العلاقة. توصلت الدراسةُ إلى إجماع المشاركين على مفهوم المكوِّنات والسماتِ الأساسية للمشروع الرياديّ، سواءً من حيثُ الأفكار أو القائمون عليها أو هدف المشروع أو متطلبات نجاحِه، ولا يوجدُ اختلافاتٌ - في هذا الصدد- بين القطاعين الحكومي والخاص، وتنوّعت سنواتُ الخبرة لأفراد العيِّنة وتراوحت من 7 إلى 28 سنةً، وهذا يعني وجودَ رصيدٍ كبيرٍ متراكمٍ من الخبرات والمعرفة والوعي بمجالِ المشاريع الرياديةِ، كما تنوعت طرقُ وأساليب الدعم المقدَّمة للمشروعات الريادية، سواءً عن طريق التدريبِ أو التأهيل أو تقديم الاستشارات أو تقديم الدعم العيني أو المادي، و تقدِّم حاضنة قطر للأعمال خدماتها للجميع، وإن كانت في الغالب تقدِّمها للقطريين بشكل أكبر، وهناك استفادة ملحوظة للشباب الذين شاركوا في برامج وزارة الرياضة والشباب والمراكز الشبابية، وأصبحوا الآن بارزين في مواقع التواصل وفي مشاريعهم، وأغلبُ المدربين هم خريجو برنامج رواد العمل الشبابي. وهذا يعنى أهمية وقوة وفعالية برامج التدريب في تأهيل المتدربين وإمدادهم بأهمِّ المعلوماتِ والمعارفِ والمهاراتِ اللازمة التي تحققُ لهم نوعًا من التمكين اللازم لبدء مشروعاتهم. وتنوعت الخدماتُ المقدَّمةُ للشباب سواءً أكانت خدمات مالية أم غير مالية، واختلفت الخدماتُ بحسب الجهةِ التي تقدِّمُها، وفي السابق كانَت تُقدَّمُ استشاراتٌ مجانية، ثم تُقدَّمُ ورشٌ تدريبية للتركيز على فهم احتياجات السوق بما يضمنُ الاستجابة المثلى لاحتياجاتِ هذا السوق، وارتفع معدلُ الوعي لدى الأشخاص الذين يرغبون في دخول مجال ريادة الأعمال، بعد أن كانت هناك معاناة من بعض المشكلات في السابق نتيجة التجارب السيئة وخسائر راس المال نتيجة عدمِ الدراسة المتأنيةِ للسوق ونقصِ الخبرات. وأوصت الدراسةُ بالتأكيد من جانب كلِّ مؤسساتِ الدولة على اعتبار المشروعات الريادية جزءًا أصيلًا من فلسفةِ التمكين الاجتماعي التي يجب أن تضطلعَ بها كلُّ مؤسساتِ الدولة في القطاعين الحكومي والخاص، وأهمية وجود منظومة موحدة لريادة الأعمال في الدولة بدءًا من مناهج إعداد الرياديين، وحتى وجود حاضنة لأفكارِهم وتسويق مشروعاتهم مع الدعم المادي للمشروعاتِ بما يتناسب مع طبيعة الفكرة وحجم انتشارها، والتسويق اللازم لها بواسطة ضوابطَ ومحدداتٍ مرنة تشجعُ الأفراد على دخول مجال العمل الريادي، ونشر ثقافة ريادة الأعمال عبر الوزارات والمؤسسات والنوادي كأحد أهم آليات تطبيق إستراتيجيات الحمايةِ الاجتماعيةِ وتحقيق رؤيةِ قطر الوطنيّة في ركيزتِها القائمة على التنمية البشرية، وإعادة النظر في العلاقة بين القادة والرياديين عبر مؤسسات الدولة المختلفة، وتقديم مفهوم رائد الأعمال المثالي اعتمادًا على الممارسات المثلى والدروس المستفادة. |

It targeted a sample of Qatari youth, male and female, in the age group from (18 to 40) years, with the aim of measuring their level of knowledge and attitudes towards social empowerment programs regarding entrepreneurial projects. The questionnaire was administered to all members of the study population, and (328) complete questionnaires were retrieved and ready for analysis. I also conducted 17 in-depth interviews with relevant leadership authorities The study reached a consensus among the participants on the concept of the basic components and characteristics of the entrepreneurial project, whether in terms of the ideas, those responsible for it, the goal of the project, or the requirements for its success. There are no differences - in this regard - between the government and private sectors, and the years of experience of the sample members varied and ranged from 7 to 28. year, and this means the presence of a large accumulated balance of experience, knowledge and awareness in the field of entrepreneurial projects The methods and methods of support provided to entrepreneurial projects also varied, whether through training, qualification, providing consultations, or providing in-kind or financial support. Qatar Business Incubator provides its services to everyone, although it often provides them to Qataris to a greater extent, and there is a noticeable benefit for young people who participated in the programs. The Ministry of Sports, Youth and Youth Centres, and they have now become prominent on social media sites and in their projects, and most of the coaches are graduates of the Youth Work Pioneers Program. This means the importance, strength and effectiveness of training programs in qualifying trainees and providing them with the most important information, knowledge and necessary skills that will achieve the kind of empowerment necessary for them to start their projects. The services provided to young people varied, whether they were financial or non-financial services, and the services differed according to the entity providing them. In the past, free consultations were provided, then training workshops were provided to focus on understanding the needs of the market in a way that ensures the optimal response to the needs of this market. The awareness rate has increased among people who want to enter the field of entrepreneurship, after suffering from some problems in the past as a result of bad experiences and capital losses as a result of not carefully studying the market and lack of experience. The study definitely recommended, on the part of all state workers, that the entrepreneurial project should be adopted as an integral part of the philosophy of social empowerment, which must be reached by all the state’s first in the two government records, and the importance of having diversity for entrepreneurship in the state, from curricula for preparing entrepreneurs, to having an incubator for their ideas and marketing their projects. With financial support for projects in proportion to the nature of the idea and the extent of its spread, and the necessary marketing for it through flexible controls and determinants that encourage individuals to enter the field of entrepreneurial work, and spreading the culture of entrepreneurship through ministries, institutions and clubs as one of the most important mechanisms for implementing social protection strategies and achieving the Qatar National Vision in its pillar based on Human development, reconsidering the relationship between leaders and entrepreneurs across various state institutions, and presenting the concept of the ideal entrepreneur based on practices presenting the concept of the ideal entrepreneur based on best practices and lessons learned. |
