| Abstract | هدفت هذه الدراسة إلى استكشاف تأثير القيادة على نجاح استضافة قطر لكأس العالم 2022، مع التركيز على أفضل الممارسات القيادية التي طبقتها دولة قطر، وتأثيرها على تنظيم الفعاليات الكبرى. اعتمدت الدراسة على المنهج الوصفي التحليلي، وتم جمع البيانات من خلال مراجعة الأدبيات والدراسات السابقة ذات الصلة، بالإضافة إلى تحليل الوثائق والمستندات الرسمية الصادرة عن الجهات ذات العلاقة. وقدمت الدراسة إطارًا (نموذجًا) مقترحًا للقيادة في سياق تنظيم الفعاليات الكبرى، ويتكون هذا النموذج من خمس مراحل رئيسية هي: الإعداد والتخطيط الاستراتيجي، وتشكيل فريق عمل متكامل وذو خبرة، والقيادة والتوجيه، ثم التنفيذ والمتابعة، وأخيرًا التقييم والتحسين. وتوصلت الدراسة إلى أن القيادة الفعالة، بمختلف مستوياتها، كانت العامل الحاسم في نجاح استضافة قطر لكأس العالم 2022. وقد تجلى ذلك في قدرة القيادة على صياغة رؤية واضحة وملهمة، وتعبئة الموارد اللازمة، واتخاذ القرارات الحاسمة، والتغلب على التحديات المختلفة. وقد خلصت الدراسة إلى أن هذه الممارسات القيادية ساهمت بشكل كبير في نجاح استضافة قطر لكأس العالم 2022، وتحقيق أهداف البطولة الرياضية والتنظيمية والاجتماعية والاقتصادية. وأوصت الدراسة بضرورة الاهتمام بتطوير القيادات في مجال تنظيم الفعاليات الكبرى، من خلال توفير برامج تدريبية متخصصة وبناء القدرات. بالإضافة إلى ذلك، أوصت الدراسة بضرورة الاهتمام بالتواصل الفعال والشفاف مع جميع أصحاب المصلحة، وأن يكون تنظيم الفعاليات الكبرى مستدامًا ومسؤولًا اجتماعيًا. كما أوصت الدراسة بوضع خطط استباقية لإدارة المخاطر، وتحديد الإجراءات الوقائية، وتوفير الموارد اللازمة للتعامل مع أي طارئ. وأكدت على أهمية الاستفادة من التكنولوجيا الحديثة في جميع جوانب تنظيم الفعاليات الكبرى، والتعلم من أفضل الممارسات العالمية في هذا المجال. |

The Study Adopted Descriptive Analytical Method, and Data Collected through Review of Literature and Relevant Previous Studies, As Well As Analysis of Official Documents and Records Issued by Relevant Entities. The Study Presented A Proposed Framework (Model) for Leadership in the Context of Organizing Mega Events. this Model Consists of Five Main Stages: Preparation and Strategic Planning, Forming An Integrated and Experienced Team, Leadership and Guidance, then Implementation and Follow-Up, and Finally Evaluation and Improvement. The Study found that Effective Leadership, At Various Levels, was the Decisive Factor in the Success of Qatar's World Cup Hosting. This Was Evident In the Leadership's Ability to Formulate A Clear and Inspiring Vision, Mobilize Necessary Resources, Make Crucial Decisions, and Overcome Various Challenges. The Study Concluded that this Leadership Practices Significantly Contributed to the Success of Qatar's World Cup Hosting, Achieving the Tournament's Sportive, Organizational, Social, and Economic Goals. The Study Recommended the Need to Focus on Developing Leaders In The Field of Organizing Mega Events, Through Providing Specialized Training Programs and Building Capacities. Additionally, The Study Recommended the Importance of Effective and Transparent Communication with All Stakeholders, and The Organization of Mega Events Should be Sustainable and Socially Responsible. The Study also Recommended Developing Proactive Risk Management Plans, Identifying Preventive Measures, and Providing Necessary Resources to Handle any Contingencies. It Emphasized the Importance of Leveraging Modern Technology in All Aspects of Organizing Mega Events, and Learning from the Best Global Practices in this Field. |
